The electronic patient record (ePA) explained simply

From 2025, everyone covered by statutory health insurance will receive an ePA. In this overview, we explain how the ePA securely manages your health data and what you can use it for.

What is the ePA?

The electronic patient record (ePA) is a personal, secure repository for health data. In January 2025, everyone covered by statutory health insurance will receive an ePA from their health insurance provider. It enables you and authorised individuals – such as your treating doctors – to manage your health data securely. In future, it will also be possible to view the ePA conveniently on your smartphone. Use of the ePA is voluntary. If you do not wish to have an ePA, you can simply opt out.

The benefits of the ePA

In the ePA, treating doctors or clinics can store test results, diagnoses, medical reports and various certificates. You also have the option of adding your own notes or, for example, uploading previous test results. The ePA helps to improve healthcare by connecting patients with doctors, hospitals and pharmacies. Instead of having lots of information stored in separate places, all your important health data can be found here at a glance.

Data security

The ePA is subject to testing criteria developed by the Federal Office for Information Security (BSI). Encrypted data processing takes place in a technically secure and trustworthy environment of the highest standard. Neither the technical operator nor AOK Rheinland/Hamburg has access to your data.

How to use the ePA

From January 2025, with the introduction of the ‘ePA for all’, various options for accessing the electronic patient record will be available. You will be able to view your ePA at special ombudsman offices and adjust your access rights as required. Using your electronic health card, you will also be able to access your ePA directly at doctors’ surgeries or at healthcare providers’ premises. In future, the “AOK Mein Leben App” will enable particularly flexible use of the ePA..

Who can access my ePA?

Doctors and clinics will only be granted access to your ePA if this is necessary for your medical care or preventative healthcare, for example in connection with a visit or the use of healthcare services. You are in control of access permissions: you decide who is allowed to access your data, and you can change or revoke these permissions at any time.

Medical applications of the ePA

From January 2025, you will be able to use the electronic medication list, which automatically includes all the medicines that have been prescribed to you. From mid-2025, the digital medication process will offer further functions, such as checking for drug interactions and drawing up a medication plan. Further details regarding the introduction, scope and use of future applications are still to be determined by the legislator.

Support with using the ePA

In future, you will be able to use the ombudsman services and the ePA’s proxy function for assistance with using the ePA. The proxy function allows you to appoint a trusted person to manage your ePA. From 2025, the ombudsman service will advise you on any questions regarding the ePA, process appeals and assist you with any problems. You can also view your ePA there without needing the app. Both options can be combined as required.

Changing health insurance providers and the ePA

If you change your health insurance provider following the introduction of the ‘ePA for all’ scheme, your ePA data will be transferred automatically and securely. All existing objections and authorisations will be carried over. If you have objected to the recording of benefit data, you will need to resubmit this objection to your new health insurance provider.

Access to the ePA

With the introduction of the ePA for everyone in 2025, you will be able to manage it on your smartphone using the ‘AOK Mein Leben’ app. You can also view your ePA at special ombudsman offices, where you can ask questions and grant access rights. A desktop client for use on PCs, laptops and tablets will also become available later this year.
